In a fully packed venue, despite the Covid-19 pandemic, Lemus said that he will be on the streets of the city attending to the problems of the people of Guadalajara, and that they will focus on essential issues to reactivate Guadalajara, such as culture, sports, education, and security.

Regarding security, he explained that they have a strategic citizen plan, which they will work on together with Zapopan. In addition to expressing his support for the Guadalajara police, he said that they will renovate the academies, install a professional career system, train uniformed personnel, buy 400 patrol cars, and hire 1,300 more officers during the administration.
He added that they will support the small businesses of the city. They will also focus on various assistance programs, such as child care to help mothers who need it most, and they will promote various programs that will be brought from Zapopan, such as Schools with a Star.
“I know that good times are coming, all of us united, because we are going to work to have a better Guadalajara (…). There will always be a serious and high-level debate for the city. Although there may be differences between us, always they will find in me openness, dialogue and respect,” he added.
